Starting a small business in Sri Lanka (2026): costs, wages, rent, licences
Sri Lanka is the most expensive of the South Asian places: after the 2022 default and devaluation, prices sit at roughly two to three times Indian rupee levels (milk tea about Rs 100, rice packet about Rs 300-350, petrol Rs 414). Wages are also higher: the legal minimum is Rs 30,000/month from Jan 2026, but market day labour is Rs 2,500-3,000, more than double the legal Rs 1,200/day. Hiring anyone formally adds 15% employer EPF/ETF contributions, which India's small shops avoid. The VAT threshold (Rs 60 million) is high, so almost all small shops sit outside VAT. Prices of fuel, gas, bread and canteen food move in public, coordinated steps: the canteen owners' association announces Rs 5 changes in plain tea and Rs 15-20 changes in rice packets after fuel or gas revisions. Monthly Poya holidays close liquor shops and many meat stalls, and Avurudu in April shuts small towns for days. The tea kade (tea shop) sells plain tea and short eats (rolls, patties, vadai) rather than milky chai; the village 'boutique' (kade) is the kirana equivalent. Fuel queues, power cuts and floods from both monsoons are the key shocks.
