Starting a small business in Odisha (2026): costs, wages, rent, licences
Odisha is the only eastern state that scrapped professional tax (from 1 April 2026) and it has removed Shops Act registration for establishments under 20 employees, so a small shop needs only a municipal trade licence (₹500/yr for a small kirana in Bhubaneswar). Commercial power is the cheapest in the region (₹5.90–7.60/unit slabs, OERC order of 24 Mar 2026). The unskilled floor rose to ₹478/day (₹12,428/month) from 1 Oct 2026. Every signboard must be in Odia. The coast faces cyclones in May and Oct–Nov, and the Kartika month makes November a weak month for fish and meat sellers. The Subhadra scheme pays ₹10,000 a year to about one crore women in two instalments, which gives a demand bump around Rakhi and Women's Day.
