Starting a small business in Nagaland (2026): costs, wages, rent, licences
Nagaland's legal minimum wage is the lowest in India on paper — ₹176/day, unrevised since 2019 after the cabinet sent back a proposal for ₹297 in March 2026 — so the market rate (about ₹450–550/day) is what binds. Dimapur is the commercial hub and since 2019 falls under the Inner Line Permit, so non-local shopkeepers need permits. Total prohibition on alcohol has been in force since 1989. GST registration starts at ₹10 lakh (special category). Commercial power is costly after a new NERC order (₹8.15–9.90/unit from 1 Oct 2026), while commercial LPG (₹2,931) is cheaper than in neighbouring states. Sundays are near-universal closing days, Christmas is the biggest spending season and the Hornbill Festival (1–10 Dec) is the tourist peak. Extortion by armed factions ('multiple taxation') and bandhs are known business risks.
