Starting a small business in Goa (2026): costs, wages, rent, licences
Goa is a small, rich, tourism-driven state: per-capita income is about three times the national level, prices for tea, meals and services are well above the rest of India, and minimum wages are high (₹561/day Zone A unskilled from Apr 2026). Commercial power is relatively cheap under the JERC tariff. The defining feature is seasonality: most coastal businesses earn their year between October and May, with Christmas–New Year as the peak, while the June–September monsoon and fishing ban empty the coast. Beach shacks need a tourism-department licence allotted by lottery, and from 2026 private CRZ shacks must register too. Liquor is legal and cheap, and bars/shacks are a large part of the food economy.
